I need some help on the chronology of the post-First War trials.

Who would have control of the Dementors in the Ministry?  I know Umbridge sicced them on Harry and Dudley, but would they be regulated by the Aurors or by the Department of Magical Creatures?

And if it's Magical Creatures, what do we consider them:  Beast, Being, or Spirit?

Has there been any reference, whether in-book or on Rowling's site, of Muggle-Born Ministers of Magic?

It's canon that though Tom Riddle was predicted to run for Minister of Magic, he himself never did. (I guess the standing political system wasn't radical and bloody enough O.o).
